What is 'Home Study Report' in adoption?

In the journey of adoption, all the prospective adoptive parents have to complete certain formalities and one such formality is called 'Home Study Report'.


Home Study Report or HSR is defined at sub-regulation 14 of regulation 2 in the regulations governing adoptions as follows: means a report containing details of the prospective adoptive parents, which shall include social and economic status, family background, description of home and atmosphere therein and health status as per the format provided in Schedule VII;


Where there is a Specialized Adoption Agency (SAA), it is they who is responsible for completing the HSR but if SAA is not there in that particular district where the prospective adoptive parents are residing, then the District Child Protection Unit (DCPU) or the State Adoption Resource Agency (SARA).


HSR is valid for three years and after that duration, it needs to be revalidated for any changes that may have taken place in the lives of prospective adoptive parents.
